Why are we still eating so much sugar?

Despite all the news stories about how sugar is bad for our health, it appears sugar consumption in the UK is still rising - https://www.nursinginpractice.com/obesity-nutrition/sugar-consumption-rises-england-despite-tax

Perhaps it is time for a change in message? Instead of telling people how bad sugar is for them (let's be honest we all know that already) and what they should NOT be eating, why not talk more about the tasty and healthy products we can eat? With products like xylitol now on the market, you can make a cake with very little sugar in it, so can we not spread a more positive message about ways to cut sugar out of your diet without having to make major sacrifices?
